PDFsam Basic (s - for split; a - for arrange; and m - for merge)
A multi-page pdf file can be "burst" or split into individual pages, while retaining the bookmarks. Re-arranging of pages is a drag'n drop process. Merging pages refers to the ability to grab single pages from different multipage pdf documents, and create a new, merged document. One extra, included, feature is page rotation.
